After reading a number of article online, it appears that i cannot install tile directly on top of painted concrete floor because the mortar may not bond well to the concrete and tile. And that I must 1) install a type of board over the floor or 2) remove as much of the paint as possible, at least 80% or 3) use Scarifier or Concrete Grinder.
